The Municipal Construction Stormwater Site Inspection Toolkit was developed to assist municipal inspectors with more effectively tracking compliance with the municipal stormwater National Pollutant Discharge Elimination System (NPDES) permit.


The toolkit includes five checklists and two factsheets:

The toolkit also includes a set of templates and a guide for using the inspection checklists in Survey123:




The toolkit was accompanied by a series of trainings in 2018 and 2019.Training materials included:

This project was led by the City of Tumwater and Herrera Environmental Consultants. Input was provided by a regional group that included the City of Lacey, City of Olympia, and Thurston County. Project funding was provided by a Grant of Regional or Statewide Significance from the Washington State Department of Ecology.
