Background On The 2020 Update to the IC-ID Manual
The 2020 update to the Illicit Connection and Illicit Discharge (IC-ID) Field Screening and Source Tracing Guidance Manual was a project of the Department of Ecology’s Stormwater Action Monitoring (SAM) program. The municipal agency sponsor for the project was King County and technical work was led by Aspect Consulting and Herrera Environmental Consultants. As an update to the original IC-ID Manual from 2013, the purpose of this project was to update a valuable resource document that municipal staff across Washington State can use for field screening their storm drainage systems. Links to the 2020 updated IC-ID Manual and associated supporting documents are below. The project was funded by Western Washington municipal stormwater permittees through the SAM program.
The project also includes a training workshop on the updated Manual and five new training videos on indicator tests, which have been added to the Washington Stormwater Center’s YouTube channel. The training was offered on eight dates in the fall of 2020 (see below for details).
Information used for the 2020 update of the IC-ID Manual included a survey of Washington municipal stormwater permittees, two feedback/input workshops, a literature review, and a review of IDDE data. The original 2013 IC-ID Manual also included a survey of municipal jurisdictions and a literature review (compiled in a summary report) as well as an Indicator Thresholds memo.
