The SWMP shall include an E&O program designed to:
• Build general awareness about methods to address and reduce stormwater runoff.
• Effect behavior change to reduce or eliminate behaviors and practices that cause or contribute to adverse stormwater impacts.
• Create stewardship opportunities that encourages community engagement in addressing the impacts from stormwater runoff.
Permittees may choose to meet these requirements individually or as a member of a regional group. Regional collaboration on general awareness or behavior change programs, or both, includes Permittees developing a consistent message, determining best methods for communicating the message, and when appropriate, creating strategies to effect behavior change. If a Permittee chooses to adopt one or more elements of a regional program, the Permittee should participate in the regional group and shall implement the adopted element(s) of the regional program in the local jurisdiction The SWMP shall include an E&O program designed to:

The education program may be developed and implemented locally or regionally.

a. Each Permittee shall implement an education and outreach program. The program shall, at a minimum address the following, based on the land uses and priority audiences found within the community. Permittees shall provide subject area information to the priority audience on an ongoing or strategic schedule.
i. General awareness: Permittees shall build general awareness with the following audiences and subject areas: i. General awareness. To build general awareness, Permittees shall annually select at a minimum one priority audience and one subject area from either (a) or (b): i. Priority audiences: General public, including homeowners, teachers, school-age children, University/college or Trade Students and overburdened communities. Provide information about the following subject areas:
a) The importance of improving water quality and protecting beneficial uses of waters of the State.
b) The potential impacts from stormwater discharges.
c) Methods for avoiding, minimizing, reducing, and/or eliminating the adverse impacts of stormwater discharges.
d) Actions individuals can take to improve water quality, including encouraging participation in local environmental stewardship activities and programs.

d) Management of dumpsters and washwater.
e) The use and storage of automotive chemicals, hazardous cleaning supplies, carwash soaps, and other hazardous materials.

iii. No later than July 1, 2025, each Permittee shall evaluate the effectiveness of the ongoing behavior change program (required under S5.C.11.a.ii of the 2019 Permit). Permittees shall document lessons learned and recommendations for which option to select from S5.C.11.a.iv. Permittees that select option S5.C.11.a.iv.c, below, may forgo this evaluation if it will not add value to the overall behavior change program. (b) No later than July 1, 2025, each Permittee shall evaluate the effectiveness of an ongoing behavior change campaign (required under S5.C.1.a.ii and S5.C.1.c of the 2019 Permit). Permittees shall document lessons learned and recommendations for which option to select from S5.C.2.a.ii.(c).
Permittees that select option S5.C.2.a.ii.(c)3, below, may forgo this evaluation if it will not add value to the overall behavior change program.
iv. Based on the recommendation from S5.C.11.a.iii, by July 1, 2026, each Permittee shall follow social marketing practices and methods, and develop a campaign that is tailored to the community, including the development of a program evaluation plan. Permittees may partner and/or promote stewardship opportunities created or organized by existing organizations (including non-permittees).

vii. Permittees shall use results of the evaluation to continue to direct effective methods for implementation of the ongoing behavior change program. Each Permittee shall partner and promote (or both) stewardship opportunities to encourage residents or businesses to participate in activities or events planned and organized within the community, such as: stream teams, storm drain marking, volunteer monitoring and riparian plantings .Permittees may partner or promote (or both) stewardship opportunities created or organized by existing organizations (including non- permittees). iii. Stewardship. Each Permittee shall partner and promote stewardship opportunities to encourage residents to participate in activities or events planned and organized within the community, such as: stream teams, storm drain marking, volunteer monitoring, and riparian plantings. Permittees may partner or promote (or both) stewardship opportunities created or organized by existing organizations (including non‐permittees).1
The minimum performance measures are: i. Annually, Permittees shall document specific public involvement opportunities provided to overburdened communities. ii. No later than December 31, 2026, document methods used to identify overburdened communities.
b. Each Permittee shall post on their website their SWMP plan and the Annual Report, required under S9.A, no later that May 31 each year. All other submittals shall be available to the public upon request.

The EWA SW E&O Workgroup identified the need for better outreach to three audiences.

Description:
1) Planners, Engineers, and Review Staff Brochure: The goal is to ensure efforts to prevent and correct some of the most commonly observed surface water concerns on construction sites are made early on in the permitting process. It provides information to assist in meeting municipal stormwater permit requirements with topics essential to stormwater design: site control plans, low-impact development, underground injection controls, infiltration, and best management practices (BMPs). A QR code is provided to access further information in the Department of Ecology’s Stormwater Manuals.
2) Construction Flip Book: This was created for the contractors and construction crews. The goal was something small enough to fit in the glove box and that could be printed on a more durable paper to withstand construction site use. It contains information about temporary erosion and sediment control (TESC), low-impact development (LID), underground injection control (UIC), and best management
practices (BMPs). It also provides a QR code that allows easy access to information in the Dept. of Ecology’s stormwater manuals with a cell phone.
3) The final brochure will be focused on Developers, with a slightly higher perspective. The goal is to encourage thoughtful planning for stormwater issues early on in the process. It will be available by the end of September.

WHY IS TESC IMPORTANT?
UnmiÆŸgated site development can result in soil
erosion that can adversely impact adjacent property,
infrastructure, and environmental and recreaÆŸonal
resources. EffecƟve erosion and sediment control
(ESC) BMPs on construcÆŸon sites can greatly reduce
undesirable environmental impacts and costs.
MunicipaliÆŸes may apply escalaÆŸng enforcement
measures to developers who fail to implement proper
erosion and sediment control procedures. Not
complying with municipal codes can result in project
delays, fines, or even imprisonment.
SWPPP
A stormwater pollution prevention plan (SWPPP) details the
BMPs used to avoid environmental loss and degradation
from poorly managed construction activity. A TESC plan
must address the following elements, which are consistent
with the thirteen SWPPP elements outlined in Special
Condition S9 of Ecology’s Construction Stormwater General
Permit and in Chapter 7 Construction Stormwater Pollution

site planning, and distributed stormwater
management pracÆŸces in the project’s design.
Developers are encouraged to use LID techniques
and non-structural methods to minimize impervious
surfaces and disturbing naÆŸve soils and vegetaÆŸon.
Factor in site condiÆŸons and long-term maintenance
when considering using LID approaches.
ConstrucÆŸon Stormwater General and Municipal
Permit Requirements:
Use and maintain erosion and sediment controls
on areas that drain to infiltraƟon BMPs. Restore
BMPs by removing sediment and, if applicable,
replace sediment-laden soils with those meeÆŸng
the BMP’s design specificaÆŸons.
LOW IMPACT DEVELOPMENT (CONT.)
Keep construcƟon equipment and foot traffic off
infiltraƟon BMPs to avoid compacƟon. Similarly,
protect landscaped and protected natural areas
from compacÆŸon by construcÆŸon equipment.
Clean permeable pavements fouled with
sediments as well as those failing SWMMEW or
manufacture infiltraƟon tests.
WHY IS LID IMPORTANT?
LID improves stormwater management and protects
surface waters. Installing LID systems can result in
cleaner air and water, as well as enhance flood
protecÆŸon, habitat, and green spaces.
LID may help meet or, in some cases, completely
saƟsfy Ecology’s requirements for runoff water
quality treatment (Core Element #5) and flow
control (Core Element #6).
LID PRINCIPLES
Follow the key principles of LID for site design,
construcÆŸon, and long-term maintenance:
Preserve naÆŸve vegetaÆŸon.
Protect criÆŸcal areas (e.g., wetlands, groundwater
recharge areas, flood-prone areas, geologically
unstable areas, and habitat conservaÆŸon areas).
Minimize surfaces that prevent water from
seeping into the ground.
Minimize disturbance and compacÆŸon of site
soils.
Preserve exisƟng flow paths.
Infiltrate stormwater runoff.
Disperse stormwater.
UÆŸlize natural surfaces.
UÆŸlize small-scale, distributed LID BMPs.
UNDERGROUND INJECTION CONTROL (UIC)
Stormwater Underground InjecÆŸon Control wells
are structures used to direct stormwater runoff
underground, usually under the force of gravity.
UIC wells consist of:
A hole whose depth exceeds its largest surface
dimension.
An underground fluid distribuƟon system (e.g.,
perforated pipes or dry wells) to distribute the
stormwater below ground.
WHY ARE UICS IMPORTANT?
UIC wells are another approach to managing
stormwater runoff, which includes the added benefit
of replenishing groundwaters. As such, federal and
state regulaÆŸons govern the use of UIC wells to
prevent groundwater contaminaÆŸon. UIC wells not
designed, operated, and maintained according to
these laws may result in penalÆŸes, including
prevenÆŸng further use of the well.
WHY ARE UICS IMPORTANT? (CONT.)
UIC wells require frequent inspecÆŸon and
preventaÆŸve maintenance to ensure they perform as
intended. As such, UIC wells require protecÆŸon from
runoff with sediment generated during construcƟon
as it could quickly prevent infiltraƟon. If necessary,
remove debris and sediment to eliminate the buildup
of materials that could prevent infiltraƟon. Also see
Inlet and Outlet ProtecÆŸon on Page 11 for addiÆŸonal
ways to protect drywells during construcÆŸon.
BEST MANAGEMENT PRACTICES (BMPS)
Best Management PracÆŸces consist of measures,
approved by the Department of Ecology, used to
prevent or reduce the release of pollutants and other
adverse impacts (e.g., high flows) to surface and

WHY ARE BMPS IMPORTANT?
Unmanaged runoff during a project’s construcÆŸon
phase can harm surface and groundwaters,
vegetaÆŸon, habitat, property, and infrastructure.
Avoiding these harms requires pre-project planning,
including the gathering of site-specific informaƟon
based on the site’s characterisÆŸcs. It also requires
ongoing site awareness and diligence during the
construcÆŸon phase, including monitoring weather
forecasts, proper installaÆŸon and maintenance
of BMPs, and polluÆŸon prevenÆŸon pracÆŸces.
CollecÆŸvely, these acÆŸons can contribute to
reducing construcÆŸon-related impacts on the site
and surrounding areas.
Used properly, BMPs provide erosion and sediment
control, provide polluÆŸon prevenÆŸon, minimize
unwanted compacƟon, and protect on- and off-site
infrastructure, property, and natural areas.

The purpose of preserving natural

disturbance is the single most effecƟve
method for reducing erosion. For
example, conifers can hold up to about
50% of all rain that falls during a storm. Up to 20% to
30% of this rain may never reach the ground but is
taken up by the tree or evaporates. Another benefit is
that the rain held in the tree can be released slowly
to the ground aÅŒer the storm.

Trackout Plate / Grizzly’s® A device using rails, pipes, or grates that dislodge debris from the tires and undercarriage prior to leaving a construction site. This device is usually reusable and can easily be assembled and transported. Paving While it might not be as cost effective, paving is an effective method of sediment control. A paved surface must extend at least 100 feet back from the point of the intersection with a paved public roadway and be a minimum width of at least 20 feet. What Is Trackout? Trackout is dirt, mud, or other debris tracked onto a paved public roadway by a vehicle leaving a construction site. Dirt and mud is adhered to the exterior or undercarriage of the vehicle leaving the construction site, which then deposits the dirt, mud, and other debris onto the roadway. Trackout is also a source for particulate matter (PM10) and is a regulated air pollutant. Why Is It Important To Control? Soil sediment that leaves the construction site contributes directly to the degradation of air and water quality. As rainfall and other vehicles pass over the sediment, it is either washed into the storm drains or lifted into the atmosphere. Is it the Law? Purpose of the Permit:
The requirements of this stormwater management permit regulates the discharge of pollutants from construction projects to protect water quality in Washington State. The permit authorizes the discharge of stormwater and authorized non-stormwater associated with construction activity. The permit is a combined NPDES and State Waste Discharge Permit that limits the discharge of pollutants to surface waters.
Applying for Coverage under the Permit:
Construction sites covered under the existing permit that reapplied for permit coverage will be covered under the new permit. New or unpermitted construction sites may obtain coverage under the permit by submitting a complete permit application to Ecology and satisfying all applicable public notice and State Environmental Policy Act requirements.

You have a right to appeal the final general permit and the general permit coverage for a specific facility to the Pollution Control Hearings Board (PCHB). Any appeal must be filed within 30 days of the issuance date of January 1, 2021.
