East 40th Street Green Infrastructure Project

The East 40th Street Green Stormwater Infrastructure project area falls within the 1873 Puyallup Tribe Treaty Area, Department of Ecology’s Water Resource Inventory Area 10, and Tacoma’s Lower Puyallup Watershed. First Creek and its tributaries function as part of the City of Tacoma’s stormwater conveyance system and utility corridor and are managed by the City of Tacoma Environmental Services Department. First Creek is a non-fish bearing stream with both perennial and seasonal flow and includes associated wetlands. Residential development, First Creek Middle School, Lister Elementary School, Portland Avenue Park, and the Puyallup Tribe of Indians Emerald Queen Casino border the First Creek corridor. Several city arterial roads cross the creek, connecting east and west Tacoma. Nearly all of this basin and developed area discharges directly into First Creek without any stormwater treatment or flow control. East 40th Street contains the geographical low point of the East Tacoma Neighborhood, tributary to First Creek. During wet weather months, stormwater collected from the connected side roads drain into and flood surrounding properties, causing the road itself to become a river of stormwater runoff. Concerned citizens suggested installation of raingardens to help mitigate localized flooding, inspiring the design team to take advantage of the wide right of ways, designing biofiltration swales for basic East 40th Street Green Stormwater Infrastructure Project treatment of stormwater runon and runoff. Permeable roadway replaced failed impervious pavement, further providing reduction in flows and improved water quality. A shared use path was constructed, increasing green space for the neighborhood to enjoy and connected pedestrians and bicyclists of all ages and abilities to the growing active transportation network in and around Tacoma. Each design element helped the East 40th Street Green Stormwater Infrastructure (GSI) project provide improved water quality to 34 acres in First Creek. Construction began July 24, 2017 and was completed onschedule June 13, 2018. With continued collaboration with the community, partnerships across the City of Tacoma’s departments, and grant funding from the Washington Department of Ecology, this project helped create an integrated, sustainable roadway with increased safety elements that balanced the needs of the residents, school, and businesses utilizing the street. Under budget, on-time, and innovative, this project exceeded residents’ expectations and tripled the expected amount of stormwater treated draining into First Creek.
