The Interagency Team (Team) appreciates USEPA and Ecology’s invitation to identify areas of the 1997
Memorandum of Agreement1 (MOA) between the EPA and Ecology that are important to retain.
While the Team understands the MOA is being renegotiated, its description and commitments to Total
Maximum Daily Load prioritization, public involvement, scoping, implementation, and tracking align with
recommendations the Team made to Ecology and USEPA (Brown and Caldwell, 2014)2. Specifically, the
Team finds that sections II.A, II.B, III, IV, VI, VII, VIII, X, XIV, XV, and XVI of the MOA are related to
recommendations 1, 2, 4, 7, 8, and 9. To this end, the Team feels these sections of the MOA are
important to retain or improve upon within the renegotiated MOA.
The Team looks forward to being provided a copy of the renegotiated MOA to further evaluate
alignment with our recommendations and track implementation.
