Public-Private Partnership Regional Decant Facility Study
Project Description
Western Washington communities have identified a need for increased capacity for proper handling, storage, and disposal of sediment and debris removed from roads and stormwater systems. Washington’s 2024 Western Washington Phase I and Phase II Municipal Stormwater Storm Sewer System (MS4) Permits mandate that permittees meet minimum street sweeping frequency goals, enhance system maintenance, and reduce the transport of chemicals of emerging concern into natural waterways. As these permit requirements and enhanced maintenance practices are implemented, there is an increasing need to evaluate the capacity of existing decant facilities and assess whether additional capacity is necessary.
This project will conduct a decant facility study within Western Washington to assess the regional needs and economic feasibility of locating, designing, constructing, operating, and maintaining regional decant facilities under public-private partnerships (P3). The project will develop a Request for Proposals (RFP) template that governments can use to procure services for the design, construction, and operation of decant facilities under public-private partnerships.

Technical Advisory Committee
The Washington Stormwater Center is facilitating the formation of a Technical Advisory Committee (TAC) consisting of local government permit and utilities staff, regulatory agencies, and private entities such as maintenance contractors and waste disposal facility operators. The purpose of the TAC is to engage and collaborate around regional needs, feasibility, draft RFP development, and contract development for the duration of the project. The expected time commitment for TAC members will be approximately 16 to 20 hours.
TAC Members will:
- Serve from late 2025 through the end of 2027
- Participate in up to four scheduled meetings
- Review and provide input on project deliverables
- Review survey questions, complete the survey, and participate in interviews as needed
