Prevention Beats Pollution

Royce Young – Royce has 5+ years of experience in the stormwater sector. She graduated from Colorado Mesa University with a Bachelor’s degree in Environmental Science with minors in Watershed Science and GIS in 2013. She immediately started her career doing stormwater inspection in the oil & gas industry. She has inspected stormwater BMPs on pipelines, extraction pads, and refineries in six different states. When gas prices fell and the industry pulled all inspections in-house, Royce moved to the Pacific Northwest to continue her career and education. She was the stormwater inspector for Joint Base Lewis-McChord, where she conducted industrial, municipal, and construction stormwater inspections, for a year before she became the Stormwater Specialist for the City of DuPont.

Maddie Burke – Maddie Burke works in water resource protection at the City of Vancouver. Maddie graduated from the University of Portland with a degree in civil engineering. Maddie has spent the last four years living in Vancouver working as a construction inspector. Maddie responds to water quality threats and helps enforce City Stormwater requirements. She works with businesses, construction sites, and the public to provide guidance about water protection and best practices.

Mike Zenthoefer – A graduate of Oregon State University, Michael has provided multi-disciplinary environmental services to state, federal, and private entities as well as contractors for the past 15 plus years. He works closely with both design and construction staff to ensure project constructability works in concert with the natural environment. Thinking outside the box, Michael has helped many large and small projects move successfully from initial design through construction completion, on time and within budget, and provide highly successful long-term habitat enhancements for fish and wildlife. Michael has been instrumental in elevating some of Oregon’s top civil projects to winning environmental excellence and ACEC awards.


Clean Water is Good Business

Joshua McAllister – Joshua works with many local small and medium builders/contractors in the Vancouver area. He is able to leverage his vast knowledge of all things erosion, as well as the permitting and inspection process, through his years running Above & Beyond Hydroseed, the leading BMP installation company in the area. He now leverages with his own company, Clark County CESCL Services. Joshua prides himself on helping local builders complete projects while staying compliant. Joshua loves the Pacific Northwest, and, spends as much quality time outdoors as possible.

Russell Betteridge –  Russell began an Engineering technician career at Boeing working on designs of 747 and 767’s and Boeing Computer Networks and phone systems nationwide and worldwide. He transitioned to Environmental engineering in the early ’90s assisting engineers and scientists to clean up polluted groundwater and soils resulting from industrial and military activities as well as leaking underground storage tanks. Russell began public service in 2001 after 7 years with Civil engineers to design single-family, multifamily and commercial developments including TESC plans. While at Federal Way he supported the Public Works division with Stormwater inspections, erosion control inspections, and salmon restoration sampling efforts in support of illicit discharge detection and pollution response. He has been continuously CESCL Certified since 2005, has developed training for City inspectors and regional information-sharing groups. Russell currently works at the City of Tukwila managing the Lower Duwamish Source Control efforts to clean up the Duwamish Waterway.
