Municipal Permit Assistance

The Municipal Permit Assistance program is a resource for NPDES Municipal Separate Stormwater System (MS4) Permit holders statewide. We provide stormwater management, education, outreach, and compliance assistance through a variety of services, products/projects, and activities.  This web page has links to those resources and provides a bridge between regulatory authorities and municipalities who must comply with the MS4 permits.

Public-Private Partnership Regional Decant Facility Study 

This project evaluates the regional need for expanded sediment and debris handling capacity to support increased maintenance requirements under Washington’s 2024 MS4 permits. It will assess whether existing decant facilities can meet future demand and examine the feasibility of developing new regional facilities through public-private partnerships (P3). The project will also produce an RFP template to help local governments procure services for the design, construction, operation, and maintenance of these facilities.

UIC Guidance Manual

This project developed new UIC Stormwater Guidance Materials for inclusion in Ecology’s stormwater manuals for Western and Eastern Washington, supporting consistent implementation across the state. The guidance includes practical tools such as example language, case studies, lessons learned, and templates to help municipal stormwater permittees comply with both MS4 Permit requirements and the UIC Rule. Available to all Phase I and Phase II permittees, the materials provide clear strategies for developing, managing, and strengthening local UIC stormwater programs.
